Career Road Maps for Industrial Trades, Community of Interest

U.S. Marine Corps, Logistics Command (LOGCOM)


Challenge

Like most of the federal government, the Marine Corps has an aging workforce with many of its senior and more experienced professionals nearing retirement. Coupled with an apparent lack of journey-level professionals able to move up, the Marine Corps must develop a comprehensive employee development plan to mitigate the loss of expertise. A large part of this effort involves ensuring Civilian Marines have access to information outlining requirements for acquiring required competencies to better prepare for mission accomplishment and career progression.

Solution

The Bowen Group was hired to conduct research, analysis, and documentation for the development of training curricula for occupational series in specific Industrial Trades Community of Interest areas to meet functional needs across the Marine Corps and throughout The Marine Corps Logistics Command (LOGCOM). The Bowen Group was also required to consolidate training requirements data for upload to the Civilian Workforce Development Application (CWDA) and for publication in the LOGCOM Training Guide.

Bowen professionals utilized a three-phase approach to achieve the desired outcomes including competency and training source research, career road map development, and occupational training guide design. As a part of the effort, The Bowen Group:

  • Analyzed and assessed developmental needs as depicted by the CWDA and made prioritized recommendations designed to bring the training data contained within the CWDA to a level of equal functionality and presentation for all career paths, using a defined change management process.

  • Evaluated the functional training requirements needed to meet the competency needs of each series. This analysis considered both general and specialized training requirements, including certifications, and helped ensure that training recommendations were current and sufficient to mitigate existing training program deficiencies within the CWDA.

  • Researched government identified and accepted training sources to identify existing training opportunities aligned to competencies by job series.

  • Built career road maps for each series populated within the Industrial Trades COI.

  • Created Occupational Series Training Guides with common core training paths for each series within the Industrial Trades COI.


Result

The Bowen Group created series-specific training guides within the larger Industrial Trades COI Training Guidebook. As a result, Civilian Marines within the COI are able to use the CWDA to review information about career paths, training and development opportunities, and knowledge, skills, and experience required for their particular occupational series that foster career progression. Additionally, community members are able to view other occupational series to determine which competencies, proficiencies, training, and education may be required to move laterally within the organization. This visibility provides Civilian Marines within the COI better opportunities to manage their careers.
